At what tier can an upstream collaborator approve a change order?
Background
Before you create a contract or funding with an upstream collaborator (see What is an upstream collaborator?) in your project, a user with the required user permissions should configure your project's change order tier setting. This allows you to define how to manage the upstream change order approval workflow for these Project Financials tools:
When configuring the number of change order tiers, a user with 'Admin' permission on the appropriate can choose between three (3) different tier settings. See What are the different change order tiers in Project Financials?

Are you a downstream collaborator who has been asked to approve a commitment change order in Procore? A downstream collaborator is a person, business, or company who possesses a contractual agreement to complete work on the project being managed in Procore. If you are an upstream collaborator for the company managing the contract in Procore, you may be granted the appropriate permissions to approve change orders for one (1) of the Procore tools listed below (only when the tool is configured to use the two (2) or three (3) tier change order setting).
