Does a user need to log in to Procore to respond to an RFI?

No. When a user creates a Request for Information (RFI) on a project (see Create an RFI), the person designated as the 'Assignee' on that RFI becomes the person with Ball In Court (BIC) responsibility for submitting a response to that RFI. In addition, if the system is configured to send the assignee a 'New RFI' notification message, the assignee can simply respond to the 'New RFI' message. See Respond to an RFI.
