Yes. If your project team is using the Request for Quote (RFQ) feature in the Change Events tool, you can create a client contract change order, funding change order, or prime contract change order before a downstream collaborator submits an RFQ response. Once the collaborator responds to the RFQ, a member of your project team must update the change order's schedule of values with the appropriate RFQ amounts.
