What happens when 'Restrict Non-draft edits to Contracts and Change Orders' and 'Enable Always Editable Schedule of Values' are both enabled?

These two settings: 'Restrict non-draft edits to Contracts and Change Orders' and 'Enable Always Editable Schedule of Values' are both used to determine whether edits can be made to a contract or change order's schedule of values once they are no longer in a 'Draft' status. The 'Restrict non-draft edits to Contracts and Change Orders' setting is a company level configuration that is used to prevent edits to 'Schedule of Values' and 'Contract Company' settings across every project in a company's Procore account. However, the 'Enable Always Editable Schedule of Values' setting is configured at the project level within the Commitments and Prime Contracts tool configuration settings. 

Since the company level setting restricts edits and the project level setting allows them, they oppose each other when they are both enabled at the same time. 

If both of these settings are enabled, the 'Enable Always Editable Schedule of Values' setting will override the 'Restrict non-draft edits to Contracts and Change Orders' Company Level setting and edits to Contract and Change Order Schedule of Values will be allowed.
