Can I add a worker without an email address to a T&M Ticket?

Yes. You can Add New Workers on T&M Tickets from inside the Labor section of a T&M Ticket or inside of the Crews tool if you have the 'Create Contacts' granular permission enabled, or 'Admin' permissions on the Project's Directory tool, see Grant Granular Permissions in a Project Permissions Template.
