Objective

This will outline the procedures for decommissioning, selling, and disposing of company vehicles in a way that is compliant with legal requirements, ensures proper asset management, and maximizes financial return.

 

Things to Consider

When decommissioning or selling company vehicles, key considerations include: vehicle condition, market value, disposal method (private sale, auction, trade-in), administrative burden, environmental impact, legal compliance, employee options, and potential tax implications depending on the chosen method, while aiming to maximize return on investment and minimize administrative effort.

 

Procedure for Decommissioning and Selling Vehicles

·       Initiating Vehicle Decommissioning

o  Assessment:

  Determine if the vehicle is no longer needed for company operations, is outdated, or is too expensive to repair.

o   Approval Process:

  Obtain the necessary approval from senior management or relevant decision-makers to decommission or sell the vehicle.

·       Documentation Review

o   Ownership and Registration:

  Verify that the company owns the vehicle and check the vehicle registration to ensure it is up to date.

o   Insurance and liability:

  Review insurance status and make necessary adjustments to ensure the vehicle is covered until it is decommissioned.

o   Asset Records:

  Ensure the vehicle is correctly listed in the company’s asset management system. Update the system to reflect that the vehicle is being decommissioned.

·       Vehicle Inspection

o   Condition Report:

  Conduct a detailed inspection of the vehicle’s condition, including the engine, transmission, exterior, interior, and safety systems.

  Prepare a comprehensive condition report, noting any damage, necessary repairs, or parts that need to be replaced.

o   Maintenance History:

  Collect and review the vehicle’s maintenance and repair history to provide transparency to potential buyers.

·       Data Removal

o   Personal and Company Data:

  If applicable, remove any personal or company data from the vehicle’s onboard systems, including GPD, infotainment, and telematics.

·       Determine Sale Method

o   Sale Type:

  Decide the best method for selling the vehicle. Options may include:

·       Selling to a dealer

·       Auctioning the vehicle

·       Selling privately

·       Donating the vehicle

·       Scrapping the Vehicles (If non-repairable)

o   Valuation:

  Obtain a professional appraisal or research the vehicle’s market value using industry tools to determine a fair selling price.

·       Vehicle Clean-up and Preparation

o   Cleaning:

 Ensure the vehicle is cleaned both inside and out to present it in the best condition for sale.

o   Repairs (Optional):

If minor repairs can significantly increase the resale value, consider completing them.

Legal and Compliance Requirements

 

·       Transfer of Ownership

o   Ownership Transfer:

  Complete all necessary paperwork to transfer the vehicle’s title to the buyer or decommissioning facility.

o   Deregistration:

 Ensure that the vehicle is deregistered with the relevant local authorities. Remove license plates and cancel the registration.

o   Tax and Fees:

  Address any outstanding taxes, fees, or fines associated with the vehicle. Ensure that the vehicle is in good standing with the DMV or relevant government body.

o   Cancel Insurance:

  Once the vehicle is sold or scrapped, cancel the company’s insurance coverage.

  Ensure that all liability is transferred to the new owner and that the company’s legal responsibility for the vehicle ends once it has been sold or decommissioned.

 

Selling Process

·       Advertising and Marketing the Vehicle

o   Advertise Vehicle for Sale:

  If selling privately, create advertisements on vehicle sale platforms, social media, or company websites. Include clear photos, the vehicle’s specifications, and maintenance history.

o   Dealer Negotiation:

  If selling to a dealer, obtain multiple offers and negotiate for the best price.

·       Finalizing the Sale

o   Sign Sales Agreement:

  Prepare and sign a sales agreement that includes the terms of sale, payment details, and a clear statement that the vehicle is sold “as-is” unless otherwise agreed.

o   Payment Processing:

  Ensure payment is received in full before transferring the vehicle.  This includes if someone is paying by cash.  Ensure cash is not fake and is verified with a cash verification pen.

o   Transfer Title and Documents:

 Complete the necessary paperwork to transfer ownership to the buyer and ensure the buyer receives all relevant documentation, including the vehicle’s title, registration, and maintenance history.

 

Post-Sale Activities

·       Asset System Update:

o   Update the asset management system to reflect that vehicle has been sold or disposed of.

·       Record Retention:

o   Retain all documentation related to the sale or decommissioning, including the sales agreement, proof of payment, and any associated invoices, for future reference and audit purposes.

·       Financial Handling:

o   Ensure the proceeds from the sale are properly recorded and deposited into the company’s account as per company policies.

 

Disposal of Unusable Vehicles

·       If the vehicle cannot be sold or is deemed beyond repairs, consider recycling or scrapping the vehicle at an authorized facility. Ensure all environmental guidelines are followed for disposal of hazardous materials such as fluids and batteries.

 

Safety and Environmental Considerations

·       Environmental Compliance:

o   Ensure that the decommissioning and disposal processes comply with local environmental regulations, including the recycling of materials and proper disposal of hazardous substances.

Ensure that all safety measures are observed during the decommissioning process, including wearing appropriate PPE when handling the vehicle
