Superintendent Review of Subcontractor JHA's

1. Purpose

To ensure all Job Hazard Analyses (JHAs) are thoroughly reviewed, understood, and implemented prior to work activities, reducing risk and preventing incidents on all jobsites.

2. Scope

Applies to all Superintendents, Field Managers, subcontractors, and crews on Koester Construction jobsites.

3. Definition

A Job Hazard Analysis (JHA) is a task-specific document that breaks work into steps, identifies hazards, and defines controls to mitigate risk.

4. Responsibilities

Superintendents:
- Review all JHAs before work begins
- Ensure JHAs are task and site-specific
- Verify crew understanding
- Stop work if JHA is inadequate
 

Subcontractors / Foremen:
- Submit JHAs prior to work
- Review with crews daily
- Update as conditions change
 

Safety Director:
- Audit JHAs
- Enforce compliance
- Require resubmittals if needed
 

5. When JHAs Are Required

Daily before work, before new tasks, and whenever scope or conditions change. (Refer to JHA SOP When It Must Be Completed)

6. JHA Review Procedure

1. Verify completeness
2. Evaluate task breakdown
3. Identify hazards
4. Validate controls
5. Confirm site-specific relevance
6. Verify crew understanding
7. Field verification
8. Document in Procore

Job>Photos>Album>JHA folder>

7. Rejection Criteria

Generic content, missing hazards, no controls, not site-specific, not signed, or not reviewed with crew.

8. Enforcement & Escalation

Minor: Correct immediately
Incomplete: Delay work
No JHA: Stop work
Repeat issues: Escalate
Continued non-compliance: Remove crew

9. Documentation Requirements

All JHAs must be reviewed, and pictures must be uploaded to Job > Photos > Album > JHA folder in Procore (JHA album will need to be created).

10. Key Expectations

JHAs are living documents. No work proceeds without an approved JHA. Safety takes priority over schedule.

11. Continuous Improvement

Track trends, provide feedback, retrain as needed, and improve planning processes.
