Earthquake Procedures

1. Purpose

To establish procedures to protect construction site personnel, equipment, and structures during and after an earthquake.

2. Scope

Applies to all employees, subcontractors, and visitors working at the construction site.

3. Responsibilities

  • Project Manager: Develop and oversee earthquake preparedness plans.
  • Site Superintendent: Ensure proper training, lead evacuation efforts, and conduct site assessments.
  • Safety Director: Monitor safety measures, provide training, and lead emergency drills.
  • Employees: Follow procedures and safety instructions during and after an earthquake.

4. Definitions

  • Earthquake: A sudden shaking of the ground caused by tectonic movements.
  • Aftershock: Smaller earthquakes following the main quake, which can cause further damage.

5. Procedures

5.1 Pre-Earthquake Preparedness

5.1.1 Planning and Training

  • Develop a comprehensive earthquake response plan.
  • Identify evacuation routes and assembly points.
  • Train all personnel on earthquake safety and response protocols.
  • Conduct regular earthquake drills (at least twice annually).

5.1.2 Site Preparation

  • Secure heavy equipment and materials to prevent toppling.
  • Avoid storing heavy objects on elevated platforms.
  • Mark and clear pathways to emergency exits.
  • Identify and secure potential falling hazards (scaffolding, cranes, tools).

5.1.3 Emergency Supplies

  • Maintain first aid kits and emergency supplies on-site.
  • Provide emergency communication devices (radios, phones).

 

5.2 During an Earthquake

5.2.1 If Indoors (Site Offices, Enclosed Areas)

  • Drop, Cover, and Hold On:
    • Drop to the ground to prevent being knocked over.
    • Take cover under sturdy furniture (e.g., desks, tables).
    • Hold on until the shaking stops.
  • Stay away from windows, glass, and heavy equipment.
  • Do not run outside during shaking unless immediate danger exists indoors.

5.2.2 If Outdoors (Open Work Areas)

  • Move away from structures, scaffolding, cranes, power lines, and heavy equipment.
  • Find open areas free from falling or collapsing hazards.
  • Drop to the ground to prevent falling.

5.2.3 If Operating Machinery or Vehicles

  • Safely stop the equipment or vehicle in an open area.
  • Remain inside until the shaking stops.
  • Avoid stopping under bridges, overpasses, or near large structures.

 

5.3 After an Earthquake

5.3.1 Immediate Actions

  • Remain calm and alert for aftershocks.
  • Evacuate to the designated assembly area using marked routes.
  • Perform a headcount to ensure all personnel are accounted for.
  • Provide first aid to injured personnel if it is safe to do so.

5.3.2 Site Assessment

  • The Site Supervisor and Safety Officer will inspect for:
    • Structural damage to buildings, scaffolding, and temporary structures.
    • Gas leaks, chemical spills, and electrical hazards.
    • Blocked or damaged evacuation routes.
  • Do not re-enter damaged structures until cleared by qualified personnel.

5.3.3 Communication and Reporting

  • Report the situation to emergency services if required.
  • Notify project management of any injuries, damages, or disruptions.
  • Document the incident, including photographs of damages and a list of injuries.

5.3.4 Cleanup and Recovery

  • Remove debris and hazardous materials with caution.
  • Restore essential services (power, water) only after thorough inspections.
  • Resume work only when the site is declared safe by structural engineers.

6. Training

  • Conduct earthquake safety and evacuation training upon hiring and annually if employee will be working in earthquake prone areas.
  • Include practical earthquake drills and hands-on equipment securing exercises.

7. Inspections and Maintenance

  • Regularly inspect equipment tie-downs, storage methods, and evacuation routes.
  • Ensure emergency supplies and first aid kits are stocked and accessible.

8. Emergency Contacts

  • Maintain an updated emergency contact list, including:
    • Local emergency services (fire, medical, police)
    • Project management team
    • Utility companies (gas, electricity, water)
