Answer
The page can only be viewed by users who have been given access and the user must be logged in to Procore's Support site to view it.
Typically, you will see the "You do not have permissions to view this page" error message if you're looking for a company's private Training Center on Procore's Support site (For example, https://support.procore.com/Companyname).
