Answer

There are a few key roles and responsibilities for all Submittals. The table below breaks down the roles you should understand and what they need to do to get a Submittal closed.

Role Definition Responsibilities
Submitter The people who must submit the deliverable. Submit the Submittal by the Due Date.
Approver The people who must review the Submittal. Respond to the Submittal by the Due Date.
Responsible Contractor The company/vendor associated with the Submitter. They're "responsible" because they're likely trying to complete some work, which is assigned to them per the contract, but they cannot continue because they have a question. Ensure the Submitter is able to submit the deliverable or notify Avangrid that the Submitter should be changed.
Submittal Manager

The person responsible for ensuring Submittals are accepted AND closed by the Due Date.
