More Flexible Configuration Settings for Submittal Email Notifications

Procore updated the Project level Submittals tool to give users with 'Admin' level permission the ability to configure the tool's email notification settings with a greater level of granularity. With this update, email notifications that have previously been sent out automatically can now be turned ON and OFF based on a user's role as designated on your project's individual submittals.
