Why can't I see all of my Favorite tools on a project?

If you have followed the steps in Set and Apply Your Favorites Across Projects and those favorites do not appear on a project, the most likely reason is that after you applied your favorites is one of the following explanations:
The permission levels assigned to your user account for the tool(s) on the project may be different. For example, your user account may be associated with a different permission template on the project. See Manage Project Permissions Templates.
