Why am I unable to delete a change order?

You will not see the option to delete a change order if the change order is already approved. In order to delete an approved change order, you must first unapprove any change orders that were approved since that particular change order was approved. For example, if you approved change orders in the order of 1,3,4,2,5,6, you will need to unapprove them in the order of 6,5,2,4,3,1.
