Can a requisition be edited once the billing date has passed?

Users with 'Admin' level access to Commitments can edit or delete anything on the requisition, regardless of the status of the requisition. Users with 'Standard' level access can edit, but not delete, a requisition after the Billing Date has passed if the status is in "Draft" or "Revise & Resubmit."
